The meeting was called to order at 6:00.

Board approved Motion to form Ad Hoc Architectural Advisory Committee to form architectural guideline recommendations to the Board to aide approval process. Committee will be in effect for a period of at least one year, with at least one representative attending monthly Board meetings. Members of Ad Hoc Architectural Advisory Committee members are:
Cindy Geurin, Laurinda Heppt, Laura Lamkin, Kristin Schaffer.

Board approved Motion to set aside further action regarding 4263 deck and fence until Ad Hoc Arch Adv Comm recommendations are received.

Siding and wood replacement 4233-41 cost to date is $18,000. Estimated total cost is $22,000.

Dear New Resident:
Welcome to The Oaks! To fully enjoy your new community, as a homeowner or renter, we’d like to help you learn how certain aspects of your new neighborhood function. We have policies to help promote a clean, pleasant, and peaceful environment for all of us as neighbors, condominium unit owners, and renters. These are the Governing Rules for living at The Oaks and they are equally applicable to every resident, although homeowners are ultimately responsible for liabilities incurred by a violation of these rules by renters or guests. A complete copy is on our website (URL above), but some important highlights are given here.
Trash and Recycling: Trash and garbage is picked up each Monday and Thursday, except holidays. Recycling is picked up every other Monday, except holidays. The City of Raleigh publishes a complete calendar schedule at http://www.raleigh-nc.org/sws/swsindex.htm or call 919.831.6890.
Do not take trash and recycling to the curb more than 24 hours before pickup and remove all items and containers from the curb no later than 24 hours after pickup. Each resident must keep his/her sidewalk and yard area free of trash, containers, and litter. Front porches are not to be used as storage areas. Please keep the front porch neat and presentable in appearance. Garbage cans and recycling bins are not to be stored on the front porch or in front of units.
Postal delivery is to an individual mailbox grouped in a common area near your unit. Homeowners maintain mailbox keys and postal delivery is coordinated directly with the post office.
Parking: No vehicles other than a passenger vehicle may be continuously parked at any time in the parking lots. Each condominium is assigned two parking spaces; in addition there are spaces that are to be utilized by guests only. Permanent residents are not allowed to use guest parking as over-flow parking. Only one car at a time is allowed in each space. Remember that parking spaces are limited. Be considerate of your neighbors when you have guests.
The following may not be stored or continuously parked in the parking areas: boats, trailers, recreational vehicles including, but not limited to: campers, camper tops, and motor homes, moving trailers, utility trailers, and cookers; unlicensed and/or abandoned or disabled vehicles of any kind; step vans and custom vans that are not used continuously as a primary means of transportation, dirt bike motorcycles, commercial vehicles larger than a 1-ton pickup truck or van.
Vehicles may not be parked at any time on mulched or grass areas, or on the shoulders of The Oaks Drive. Mopeds and bicycles may be parked on or under rear decks. Mopeds may not be ridden on grassed or mulched areas. Licensed motorcycles are restricted to the parking lots only and may not be parked or ridden on the common grounds or back patios. Cars illegally parked will be towed at the owner’s expense. The towing company to call is displayed at the entrance of The Oaks.
Vehicle Repair or Maintenance: Extraordinary repair or maintenance, whether to passenger vehicles or any other type of vehicle on common ground is strictly prohibited. Violation of the above will result in towing at the owner's expense or a fine. Vehicle repairs should be kept to minimum. Any damage caused is charged back to the unit owner, i.e., oil damaging the asphalt. No parts, trash, or accessories may be left on common grounds.
Antennas: Individual TV antennas may not be installed on the buildings.
Cable Service: Residents may elect to subscribe to a cable service on a private basis.
Satellite Dish: A satellite dish may not be installed without prior written approval of the Architectural Committee. Any dish installed without written Architectural approval can be removed at homeowner's expense. A dish may not be installed in common ground areas. Whenever possible, it should be placed in the least visible location from walkways or parking areas in front of the units. It must be located in the least obtrusive location possible without preventing an acceptable quality signal. Installation must comply with applicable Federal, State, local laws and regulations, building codes, and manufacturer's instruction. Installation and location must result in a professional and neat appearance. A dish may not present a safety hazard to structure or person. All damage resulting from installation, location, operation, or removal of a satellite dish will be corrected at homeowner's expense. Satellite dish removal requires restoration of the installation location to its original condition at homeowner expense.
Maintenance: The Oaks is responsible for all maintenance, repairs, and replacement of the Common Elements. It is also The Oaks responsibility to insure homeowners perform upkeep and repair of Limited Common Elements as necessary. Homeowner negligence and similar acts will be repaired, replaced, and maintained at the homeowner’s expense. Any and all maintenance that is the responsibility of The Oaks will be provided under the direction of the Board of Directors after considering the specific circumstances and the most economical and appropriate method. The Board of Directors will decide when a situation requires remedy. Repairs may be delayed for budgetary reasons. The homeowner, in no instance, will dictate the method to be used.
Changes to Exterior: Except as otherwise stated in the Governing Rules, no changes to the exterior of a unit can be made without prior approval by The Architectural Committee of the Board of Directors. The Architectural Request Form and instructions are on our website. Any changes, additions, or renovation made that are not in compliance with the provisions of the Governing Rules or the Architectural Committee will be in violation, and the homeowner will be liable for the adjustments.
Pets must not be allowed to run freely on common areas, nor may they be chained in these areas. Whenever possible, keep pets from eliminating on or in the vicinity of sidewalks. The wooded circle toward the lake is available for this purpose.
Noise: All precautionary measures should be taken to keep from disturbing the peace and tranquility to which your neighbor and fellow resident is entitled in his/her condominium. Do not operate any sound-producing instrument (radios, TV, stereo sets, automobile sound systems, etc.) above conversational loudness with doors and windows open. Use of radios, TV, etc on balconies should be carefully monitored, as the sound carries into many of the surrounding condominiums. Use the rule above so that these appliances are not played above conversational level.
Car radios should be monitored while inside the condominium grounds. Car radios/stereos may not be played above normal conversational level while inside the Oaks property. Horn blowing is not permitted.
