RE:New Garbage, Recycle, And Yard Waste Rules

The Board adopted changes to the Governing Rule on Dec. 17, 2004 to reflect Raleigh’s collection procedures. Effective immediately, the following rules are in force for all homeowners and residents of The Oaks.

  • Front porches are not to be used as storage areas.  Please keep the front porch neat and presentable in appearance.

  • Garbage cans and recycling bins may not be stored on the front porch or in front of units.

  • Trash, recycling, and yard waste are normally collected each Thursday, except holidays.  Check with theCity of Raleigh for alternate collection day during holidays.

  • Carts and bins may not be taken to the street before Wednesday evening, or the evening before an alternate collection day.  Cart and bins must be returned to the back of units by Thursday evening, or by evening of the alternate collection day. 

  • This 24-hour rule is in effect regardless of the day of collection.

The City states that items for collection must be placed in carts, therefore trash and trash bags placed directly on the street will no longer be tolerated. Carts must be placed on the street so the handle faces the units & the front of the cart faces the street. Carts must be placed at least five feet from mailboxes, utility poles, parked cars, or other items that collection equipment can damage. Homeowners who qualify for exemption must contact Solid Waste Services individually and will be allowed to keep backyard collection.  Exemption qualifiers include 65 years or older, disabilities, or steep driveway. Penalty for violation:  the Board will direct our Property Management company to issue a warning letter to the homeowner for the first violation, to issue a fine of up to $50.00 for the second violation, which may be compounded up to a maximum amount of $150.00 per violation for subsequent violations.  A fine of the maximum amount may be imposed for chronic or repetitive violations.

We ask residents’ help to keep our community looking its best. Any resident of our community may contact our Property Manager, Jeb Black  at 755-0864 or email wpminc@bellsouth.net and report the unit number where trash or a cart is placed on the street too early or that is not returned to its proper storage place by the night following collection.

Every household was issued a 96-gallon cart, however a 64-gallon cart is available. Customers may request from the City one free chart exchange per household.  The unit number may be either scrubbed off the current cart or removed with a light application of paint thinner.  Please let us know if you receive a new cart so it can be identified with your unit number.

In related news, the Board hasn’t decided what kind of storage location behind units to provide for the new carts.  We must keep cost to minimum, so we’ve considered removing the old wooden bins and providing a square “parking pad” (about 36”x36”) for the carts to sit on, similar to that on which your air conditioner may now sit.  We don’t have bids for the cost yet.  So we welcome your ideas and suggestions, which can be emailed to theoaks@yahoogroups.com.

Firewood that is not used this winter will be removed next Spring. 

Please use all firewood this winter and Please do not store wood where it will touch the siding of the building or the wood of a garbage bin or a fence; this creates a termite infestation hazard, even during the winter months.

In a recent inspection of property, Board members realized that some residents have stored or allowed firewood to remain behind their unit literally for years and much of this stored wood is completely rotted or significantly rotten beyond any burnable use.

Besides looking bad, it is often stored too close to buildings or wooded parts of buildings (deck, deck support, garbage bin, fence) to encourage the infestation of termites.  A preventable termite infestation that is allowed to occur is NOT covered by our termite service.

Therefor, firewood is no longer allowed to be stored on common or limited common areas during non-winter months.  In winter months, a supply of firewood is allowed to be stored as long as it is stored at least 5 ft. from buildings or wooden structures associated with buildings.

WAKE COUNTY SOLID WASTE CONVENIENCE CENTER #4:
Convenience Centers are trash and recycling drop off stations open to all Wake County residential customers.  Wake County does not charge residents to use these facilities. 

Location:
3600 Yates Mill Pond Rd
Raleigh NC 27606
Open 7am-7pm every day except Christmas.

Directions:
Avent Ferry to Left on Tryon Rd.
Right on Lake Wheeler Rd.
Right soon thereafter onto Yates Mill Rd.  Less than 1/2 mile to dump.

Acceptable Materials at Convenience Centers:
  • Residential solid waste. Residential construction & demolition debris (no concrete & brick) and bulky materials including mattresses, box springs, lawn mowers, book cases, etc. that are less than 8 ft in length.
  • Recyclables
  • Newspapers with inserts
  • Magazines & catalogs
  • Junk mail including colored paper & envelopes with cellophane windows
  • Aluminum beverage cans
  • Plastic containers (#1-7) with a neck narrower than the base
  • Clear, green & brown container glass
  • Steel food cans
  • Scrap metal 
  • Corrugated cardboard and chip board 

Unacceptable Materials at Convenience Centers and Recommended Disposal Options:

  • Bricks, Concrete & Stone
  • Commercial, industrial, and institutional solid waste - accepted at either the Sanitary Landfill or Transfer Station.  Disposal cost is based on the landfill tipping fee.
  • Burning or smoldering material - when material is not smoldering, can be disposed at either the Landfill or Transfer Station.
  • White goods - such as washers / dryers, stoves, refrigerators, water heaters, and air conditioners - accepted at no charge for recycling at either the South or North Wake Multi-Material Drop-Off Facility.
  • Lead-acid batteries - accepted at no charge for recycling at either the South or North Wake Multi-Material Drop-Off Facility.
  • Scrap tires - accepted at either the South or North Wake Multi-Material Drop-Off Facility.  For five tires or less, there is no charge for passenger vehicle or truck tires. For more than five tires, there is no fee as long as you have a North Carolina Scrap Tire Identification Number and Certification Form. If you do not have such a form, there is a fee of $50/ton.
  • Yard waste - accepted at several private yard waste facilities. Contact the Solid Waste Management Division at 919-856-6186 for a listing of these facilities.
  • Stumps/logs - accepted at several private yard waste facilities. Contact the Solid Waste Management Division at 919-856-6186 for a listing of these facilities.
  • Household hazardous waste - such as pesticides/herbicides, chemicals and poisons - accepted at both Household Hazardous Waste Collection Facilities.  Companies capable of properly disposing of commercially generated hazardous waste can be found in the BellSouth Yellow Pages under "Hazardous Materials and Waste Contractors" or at the technical assistance page.
  • Infectious waste/untreated, regulated medical waste - cannot, by law, be disposed in Sanitary Landfills. Companies capable of properly disposing of this waste can be found in the BellSouth Yellow Pages under "Waste Removal - Medical". Needles and syringes are accepted for disposal as long as they are placed in sealed, puncture-proof containers.
  • Radioactive waste - cannot, by law, be disposed in Sanitary Landfills. Consult the product's manufacturer for proper disposal suggestions or contact the North Carolina Division of Radiation Protection at 919-571-4141. Smoke detectors, which have a small amount of radioactive material, should be returned to the manufacturer for proper disposal. (Check inside the detector for company name and address.)
  • Liquid waste - not accepted at any solid waste disposal facility. If it is hazardous in nature and comes from a Wake County household, it can be disposed of at both Household Hazardous Waste Collection Facilities.  Companies capable of properly disposing of commercially generated hazardous waste can be found in the BellSouth Yellow Pages under "Hazardous Materials and Waste Contractors." If the product is not hazardous, please refer to the manufacturer's directions for proper disposal suggestions.
  • Used motor oil - accepted at no charge for recycling at either the South or North Wake Multi-Material Drop-Off Facility or at both Household Hazardous Waste Collection Facilities.
  • Sewage plant sludge – this is not accepted for disposal. Contact the Permits and Engineering Unit, Water Quality Section, State Division of Environmental Management at 919-733-5083.
  • Drums - drums that have been punctured so as to contain no free liquid are accepted for disposal at the Convenience Centers, Landfill or Transfer Station. Burn barrels containing debris are not accepted.
  • Tanks - refer to the manufacturer of fuel or gas tanks for proper disposal suggestions. Propane tanks are not accepted at the Household Hazardous Waste Collection Facility.
  • Dead animals - accepted only at the North Wake Sanitary Landfill so long as they are not microbiological and/or pathological waste.
